The first stage of the project is to install the hardware. This means camera(s), grabber card(s) or network devices, ANPR server(s).

The most important one is the camera. A proper camera installation can significantly increase the accuracy.

The camera either can be preset to a fix distance, or every settings can be done by the System Integrator. In both cases you have the instructions and test utilities in order to find the proper settings.
